From The Rule of Law to the Rule of Code and Back

On November 11th Jurgen Goossens joined the annual international conference “Democracy4all – Blockchain For Governance” in Barcelona. Jurgen Goossens gave the keynote speech “From the rule of law to the rule of code and back“, and participated in the panel “Teaching Blockchain: closing the knowledge gap in public administration“.

During his keynote Jurgen Goossens traveled from the rule of law to the rule of code, and back. He advised to go back and forth between both, and finally presented a view on a future with part of our legal framework in the form of “rules as code”: legal rules published by the democratically accountable legislator not only in human, natural language but also – after a fruitful dialogue with software developers – in machine-readable, actionable code.
